A task that is a challenge for one person may be an exercise for another person. Any analysis of an individual’s problem solving, or an individual’s engagement in any activity, must delineate the knowledge (and more broadly, the resources) available to the individual. Knowledge is associative and it comes in “packages” variously referred to as scripts, frames, routines, or schemata. As a result of their experiences, humans come to recognize and categorize familiar scenarios. Along with the categorizations come specific kinds of expectations regarding the character of different situations and how they should deal with them.

But in order to understand and explain their actions, my task as a researcher is to see the world from their point of view. Thus, for example, if a student consistently adds fractions by adding the numerators and denominators respectively (for example, the student computes “3/4 + 2/3 = 5/7”), then I consider the procedure “a/b + c/d = (a + c)/(b + d)” to be part of his or her knowledge base. Of course, this particular piece of knowledge is incorrect. Dismissing it as wrong misses the point, however.

A theory of people’s in-the-moment decision making must explain how people make both routine and non-routine decisions. As in the case of routine behavior, an understanding of non-routine decision making is illuminated by various literatures, particularly from psychology and economics. Early on, researchers fretted over people’s irrational behavior: how can people buy lottery tickets, for example, when any rational analysis (specifically, an expected value computation) shows that buying lottery tickets is a losing proposition?
